Отсутствие соглашения об обмене электронными документами
между сторонами переписки, а равно отсутствие электронной цифровой подписи в
отправляемых и получаемых документах (даже при наличии такого соглашения) не
является нарушением требований закона (в смысле части 2 статьи 50 Конституции
Российской Федерации и части 3 статьи 64 АПК РФ) при доказывании неправомерных
действий, в связи с чем не влечет безусловную невозможность использования
соответствующих документов и материалов в качестве доказательств.

The European Commission has proposed to change EU visa legislation to make it easier
According to The Economic Times the European Commission has proposed to change EU visa legislation to
make it easier for people to travel to the EU borderless Schengen area.
The main obstacles in the existing system include long waiting times both to get an appointment with consular offices and for the visa to get issued, and the need to prepare and submit complex supporting documents. In a recent survey financed by the European Commission, over 30% of Indian respondents perceived the supporting documents requirement to be problematic.
With the proposals for new EU laws, getting a decision on one's visa application should, in principle, take no longer than 10 calendar days.
Furthermore, it is proposed to ease the rules on which supporting documents are needed; and to make the process similar, no matter which embassy or consulate the application is launched in. Also, minors under the age of 18 should no longer have to pay avisa fee.
Another deterrent for potential visitors to Europe is insufficient consular coverage in certain regions. People sometimes have to travel far to present their visa request. These requirements are even more frustrating for frequent and regular travellers as they cannot obtain a visa for multiple entries.
The commission, therefore, proposes that people who regularly travel to Europe should be granted a multi-entry visa valid for several years, if they have had a visa issued to them twice in the previous 12 months. According to our proposals, in the future, it will not be necessary to lodge an application in person if the applicant is already registered in the system.
In addition, a new type of visa is proposed: the touring visa, with which the holder can stay in the Schengen area of Europe and travel across the continent for up to one year, with the possibility to extend it by another year.
This will be a key new element to the visa code for tourists who wish to stay longer in Europe, but not set up residence in one country. The touring visa will also be welcome for many who travel to Europe for business, especially in the cultural sector.
Just as Europeans are fascinated by India and keen to explore this country, you too have a growing desire to discover Europe, and we should heed that call. Increased mobility and exposure to diversity promotes cultural openness and will surely contribute to EUIndia cooperation.
Strengthening these ties is also good economics: in 2011, tourists spent around 400 billion in the EU. Recent studies show that if countries of the European area without internal borders would take advantage of the flexibility of our visa rules — speeding up procedures, limiting the number of documents required and providing frequent travellers with multiple entry visas with long validity — there could be up to 46 million additional international arrivals by 2015.

Мальта - Соглашение об избежании двойного налогообложения

ратифицировал соглашение с Мальтой об избежании двойного налогообложения
Согласно документу, налог на дивиденды, которые распределяются из России в пользу Мальты, составит 5%, если получателем является мальтийская компания, которая прямо владеет не менее чем 25% капитала российской компании и эта доля составляет не менее €100 тыс. В остальных случаях налог составит 10%. Проценты и роялти будут облагаться по ставке 5%, если она находится на рыночном уровне. При этом доходы от продажи имущества облагаются налогом в той стране, где находится данное имущество.

Российский расчетный центр по карточкам "как в Китае"
Советник президента Сергей Глазьев предлагает создать
единый расчетный центр в России во избежание санкций со стороны Visa и
MasterCard. Об этом он сообщил журналистам.
"Решение очевидное и очень простое, я об этом говорю
уже лет 5. Нужно сделать так, как сделали в Китае: они ввели
национальный операционный центр, на который замкнули все расчеты по
карточкам, включая Visa и MasterCard", - отметил он.

Визовые центры Великобритании на территории России закрываются с 20 марта, сообщается на сайте посольства.
Завтра прекратит работу визовый центр в Екатеринбурге, 21 марта — в Москве, а 25 марта — в Санкт-Петербурге. Кроме того, до конца месяца будут закрыты визовые центры в Ростове и Новосибирске.
«Желающие получить визу в Соединенное Королевство больше не смогут подать документы и биометрию в указанных центрах», — отмечается на сайте посольства.
При этом отмечается, что получить визу можно будет, записавшись на прием в посольство.

When Vladimir V. Putin returned to the Russian presidency in 2012,
one of the first messages he sent to his political elite, many of them
heads of banks and large corporations, was that the times had changed:
Owning assets outside Russia makes you too vulnerable to moves by
foreign governments, he told them. It is time to bring your wealth home.
Nearly
two years later, those words seem almost prophetic. After a week of
escalating tensions between Russia and the United States, it has become
clear that the conflict over Ukraine will move to the battlefield of
finance. Those same business titans are now contemplating the damage
that the crisis could inflict on Russia’s economy.

Отмена вида на жительства для русских в Европе.
Министр иностранных дел Чехии Любомир Заоралек предлагает Евросоюзу остановить переговоры с Россией об отмене визового режима.
Об этом он заявил во время встречи глав МИД стран-участниц ЕС в Брюсселе, сообщает Radio Praha.
Он отметил, что Украина и Россия не имеют визового режима. И сегодня российская армия вторглась на территорию Украины, чтобы защищать русскоязычное население. По мнению дипломата, такой же сценарий может ожидать и ЕС, если россияне будут беспрепятственно передвигаться и жить на территории ЕС.
"Мы слышали заявления Сергея Лаврова о том, что Россия готова жестко отстаивать права своих граждан везде. Если учесть такие заявления, как можно вести переговоры о безвизовом режиме? Россия всегда была в этом заинтересована. Но если переселение российских граждан в другие страны составляет собой такой риск, как мы можем поддерживать такую идею?" - отметил Заоралек.

Empty homes in Europe
More than 11m homes lie empty across Europe
– enough to house all of the continent's homeless twice over –
according to figures collated by the Guardian from across the EU.
In Spain more than 3.4m homes lie vacant, in excess of 2m homes are empty in each of France and Italy, 1.8m in Germany and more than 700,000 in the UK.
There are also a large numbers of vacant homes in Ireland, Greece, Portugal and several other countries, according to information collated by the Guardian.
Many of the homes are in vast holiday resorts built in the feverish housing boom in the run up to the 2007-08 financial crisis – and have never been occupied.
On top of the 11m empty homes – many of which were bought as investments by people who never intended to live in them – hundreds of thousands of half-built homes have been bulldozed in an attempt to shore up the prices of existing properties.

Imposing additional obligation to the Controlling Person
One of the last examples of imposing
additional obligation to the Controlling Person is consultation paper (cp
13-15) of Financial Conduct Authority (UK) designed to strengthen minority shareholder
rights and protections where they are at risk of being abused. The debate reflects
the concern of conflict of interests of a controlling shareholder with the minority
shareholders.
The consultation paper CP 13/15 defines
the Controlling Person:

The Controling Person concept is differ from 'assosiate' and 'substantial shareholder' concepts.
The consultation paper CP 13/15 introduces
the following protections to minority shareholders:
- Placing requirements on the interaction between a premium listed company and a controlling shareholder, where one exists, via a mandatory ‘agreement’.
- Providing additional voting power for minority shareholders when electing independent directors where a controlling shareholder is present by requiring that they must be separately approved both by the shareholders as a whole and the independent shareholders as a separate class.
- Enhancing voting power for the minority shareholders where a company with a controlling shareholder wishes to cancel its premium listing.
